- Job Description The Group Insurance Commission designs, procures, contracts for, and monitors health care services for over 435,000 people, including employees and retirees of the Commonwealth and their family members. The GIC also covers housing and redevelopment authorities'' personnel, participating municipalities, and retired municipal employees and teachers in certain governmental units. In addition to health insurance, the agency administers life insurance, long term disability insurance, dental/vision benefits, and pre-tax flexible spending accounts for eligible enrollees.
